The phrase 'taking or interfering with a resource' in s 12(1) of the Integrated Planning Regulation 1998 (Qld) requires some clash with, or hampering or hindering of, the State's enjoyment of its ownership or stewardship of the State resource; it is not engaged where the proposed development is consistent with the State's own purposes for the resource.
