The word 'limousine' in s 27-1(b) of the A New Tax System (Luxury Car Tax) Act 1999 (Cth) bears its ordinary meaning, and determining the common understanding of that word is a question of fact for the Tribunal, not a question of law reviewable under s 44(1) of the AAT Act. The Australian Design Rules and weight-based vehicle classifications are irrelevant to the definition of 'car' or 'limousine' in the LCT Act. A stretched Hummer H2 designed to carry 14 passengers falls within the definition of 'limousine'.
