The consolidation of multiple drug trafficking charges into a single count by the prosecuting authority does not justify diminishing the discount to which an offender is entitled for a guilty plea under Cameron principles. The sentencing ranges in R v Wong and Leung are confined to individuals low in the drug hierarchy and have no utility for sentencing high level functionaries. For a first offender assessed as a high level functionary trafficking 698.3 grams of heroin (2.8 times the marketable quantity), a head sentence of approximately 11 years before the guilty plea discount was appropriate.
