Section 19AB(1)(b) of the Crimes Act 1914 (Cth) requires the imposition of head sentences for each offence and then a single non-parole period relating to the aggregate head sentence; it does not permit the imposition of individual non-parole periods with a single parole period. For Commonwealth drug offences, the standard non-parole period regime under State legislation has no relevance, and sentencing judges need not determine the precise position of offending on a range of objective seriousness. A non-parole period of approximately 65% of the overall sentence represents the normal range for Commonwealth sentences.
