Where an offender's confession discloses the serious aspects and extent of their offending (as distinct from merely cooperating regarding other persons' crimes), that confession must be given separate and substantial mitigating weight in sentencing. The absence of actual drugs in a supply offence is a relevant factor that moderates the comparability of sentences where actual supplies occurred. For a facilitator of a proposed commercial supply of approximately 35 kilograms of cannabis sativa over a one-month period, a starting point should not exceed four years' imprisonment before allowance for cooperation.
