When assessing parity between co-offenders of similar culpability, the co-offender's guilty plea discount, greater age, criminal history, and multiplicity of charges may be outweighed by the applicant's youth and clean record, such that the applicant's sentence should not exceed the co-offender's head sentence. A guilty plea by a co-offender may be reflected in the head sentence rather than only in the period of actual custody served.
