Where a sentencing judge is unaware of sentences imposed on co-offenders (including in foreign jurisdictions) and of an offender's impaired reasoning processes, the non-parole period may be manifestly excessive even where the head sentence is appropriate. The parity principle extends to consideration of sentences imposed on instigators in foreign jurisdictions for connected offending.
