The definition of 'decision' in s 6(1)(g) of the Administrative Decisions Tribunal Act 1997 (NSW) extends to ongoing conduct, including the continuing provision of designated services. A decision to 'continue to provide' a designated service under cl 5(1)(b) of the Community Services (Complaints, Reviews and Monitoring) Regulation 1993 encompasses conduct constituted by the continuing provision of such a service, and the fact that the service is continuing at the time of review does not deprive the Tribunal of jurisdiction. A complaint about the identification or particularisation of the decision sought to be reviewed is a matter of particulars, not jurisdiction.
