For a first-time producer of methylamphetamine where the quantity is minimal, production is on a single occasion, there is no commercial element, the drug is for personal use, and the offender cooperates fully and pleads guilty early, a head sentence of 15 months imprisonment (with parole after less than one third) is within range, while 21 months is manifestly excessive. General deterrence and even a relatively minor criminal history justify actual imprisonment for production offences.
