An applicant seeking an extension of time to appeal a criminal conviction who complains about trial counsel's forensic decisions must demonstrate that those decisions were not capable of reasonable explanation and that they deprived the applicant of a chance of acquittal that was fairly open. Complaints known to the applicant at the conclusion of trial that do not involve errors of law do not constitute a good reason for delay in filing a notice of appeal.
