A road authority's duty of care extends to designing and positioning signage that does not cause confusion in foreseeable conditions of reduced visibility, including darkness and fog. The duty is owed to all road users, including those exercising less than due care. Where a road authority creates a risk through its signage (as opposed to failing to guard against a pre-existing risk), the absence of prior reported incidents is of limited significance in assessing foreseeability. Multiple causes of an accident, including the plaintiff's own excessive speed, do not preclude a finding that misleading signage materially contributed to the accident.
