Internal concealment of drugs by a courier is not an aggravating feature of the offence of drug importation, as making detection difficult is inherent in the offence. A sentence of five years' imprisonment for a bare courier importing approximately 126.5 grams of pure heroin (marketable quantity) was manifestly excessive where the full range of comparable sentences in Victoria was significantly lower.
