Under s 196B(14)(d) of the Veterans' Entitlements Act 1986 (Cth), the required connection is between the veteran's service and the 'factor' specified in the relevant Statement of Principles, not between service and the veteran's disease or death. Where the factor is a situation or environment (such as exposure to tobacco smoke) rather than a disease, and the Tribunal finds as fact that the veteran was exposed to that situation during service, the connection question under s 196B(14)(d) can only be answered one way. The second limb of clause 6(i) of the Statement of Principles concerning Ischaemic Heart Disease (requiring last exposure within five years of clinical onset) does not require that the exposure within that period be itself connected to service.
