A finding by the Workers Compensation Commission that the nature and conditions of employment were a substantial contributing factor to injury will not be disturbed on appeal where a medical report, properly construed, contains evidence capable of supporting that finding, even if other parts of the same report appear inconsistent. Insurers participating in Commission proceedings without formal joinder should apply for a formal order of joinder to secure their right to appeal. A party filing a submitting appearance preserving the right to seek costs is entitled to costs up to the date of filing, but the entitlement to costs of appearing at the hearing solely to seek a costs order may be refused where no prior request for consent was made.
