On an appeal under s 67 of the CTTT Act, the relevant 'question with respect to a matter of law' should be identified at the level of the ultimate point of law whose determination led to the unfavourable order, not at the level of individual steps in the tribunal's reasoning. The District Court may therefore affirm the tribunal's conclusion on the ultimate question of law by adopting different reasoning, without exceeding its jurisdiction. A builder's detailed quotation, where it forms part of the contract documents, defines the scope of works; items shown on plans but not included in the quotation are not within the contractual scope of works.
