A non-parole period of 80% of the total effective sentence is not disproportionately high where the seriousness of the offending and the offender's prior criminal history for identical offences warrant a lengthy minimum term of actual imprisonment. There is no single correct ratio between non-parole period and head sentence, and the commonly observed two-thirds ratio has no function as a sentencing principle or starting point.
