A total effective sentence of 4 years and 3 months' imprisonment for 11 counts of offering to sell prohibited drugs (methylamphetamine, cannabis and cocaine) over two weeks by a user-dealer operating at a low level, together with aggravated burglary and assault occasioning bodily harm arising from enforcement of a drug debt, does not infringe the first limb of the totality principle.
