Where an offender has all the necessary materials to undertake the manufacturing process, there is little difference in culpability between an attempt to manufacture a prohibited drug and a completed offence, and sentences for attempts should be broadly consistent with those for completed offences. Individual sentences towards the high end of the range may be counterbalanced by an order for total concurrency.
