A GPO Box leased by the Department of Immigration and nominated in departmental publications as a place to which visa applications must be sent constitutes part of 'an office of Immigration in Australia' for the purposes of reg 2.10(2A)(b) of the Migration Regulations 1994 (Cth). A visa application received at such a GPO Box is validly made at the time of receipt, regardless of when the Department's contractor collects the mail. The doctrine of substantial compliance does not apply to the requirement to make a visa application at an office of Immigration.
