A fly-in-fly-out workforce accommodation facility providing accommodation and living facilities for mining workers during rostered shifts constitutes a 'residential building' under a local environmental plan, even where individual workers do not occupy the same room on each visit and leave the facility between shifts. The term 'residential buildings' is not limited to buildings used as a permanent domicile but extends to buildings used as a settled or habitual abode, or as an abode for a time. The characterisation of purpose must be assessed at the level of the facility as a whole, not by reference to individual workers' use of individual rooms.
