Section 25(1)(a) of the Companion Animals Act 1998 (NSW) does not impose strict liability on a dog owner for bodily injury caused by the dog where the dog's conduct involved no aggression or deliberate conduct directed at the injured person. The phrase 'wounding or attacking' requires an element of aggression or deliberate conduct directed towards the person; a dog merely running onto a road and colliding with a person is insufficient. Coleman v Barrat is confined to its facts where the dog's conduct was accepted to constitute an attack.
