A time period specified in a Director-General's notification of environmental assessment requirements under s 75F(3) of the EP&A Act 1979 is not itself an environmental assessment requirement and is legally ineffective to cause the requirements to expire. An erroneous citation of the statutory source of power in a ministerial approval does not invalidate the approval where the determination is otherwise clear and a relevant power existed. Section 75O(1) does not require, expressly or by implication, the identification of a legal entity as proponent as a precondition to a valid concept plan approval.
