When sentencing a federal offender who is serving a State sentence and whose parole eligibility date has already passed, the federal sentence cannot be directed to commence upon the grant of State parole, because parole requires release from prison and a prisoner cannot simultaneously be released on parole and commence actual imprisonment. The sentencing court must fix a certain date for commencement of the federal sentence. Where the sentencing judge's intention is to ameliorate the cumulative effect, this can be achieved by fixing commencement at a date prior to the end of the State sentence.
