An adjudicator who misconstrues or misapplies a relevant contractual provision in determining the amount of a progress payment does not, for that reason alone, make a jurisdictional error. The adjudicator's task includes interpreting the contract, and errors in that interpretive exercise are errors within jurisdiction. Fraud allegations challenging an adjudication decision require proof that the claimed amounts were actually false, not merely that the claim documentation was unclear or that the claimant's methodology was difficult to follow.
