The Court of Appeal may dismiss applications for leave to appeal on its own motion for want of prosecution where there has been failure to comply with procedural requirements including filing draft notices of appeal under r 65.07, and this power is reinforced by s 29 of the Civil Procedure Act 2010. The Prothonotary's refusal to seal an originating process under r 27.06(1) is administrative in character and does not require reasons.
