A recantation by a principal prosecution witness will not establish a substantial miscarriage of justice where the new account is implausible, unsupported by corroborating evidence, and the body of trial evidence strongly supports the original account. The court will assess the recantation with extreme caution, examining the explanation for the change, the number of occasions the original account was given, and whether the recanting witness has lied on oath before the appellate court.
