Voluntary disclosure of offending that is entirely self-initiated (not prompted by police contact or existing investigation) warrants a greater discount than disclosure made in the context of an existing investigation. Rehabilitation for sentencing purposes is not confined to treatment specifically directed at the offending behaviour; efforts to address underlying mental health, behavioural or substance abuse issues that contributed to the offending are relevant mitigating factors, particularly where they reduce the risk of reoffending.
