The word 'interfere with' in s 192(1) of the Water Supply (Safety and Reliability) Act 2008 (Qld) encompasses doing things to or on a service provider's infrastructure without written consent, regardless of whether the infrastructure's functioning is adversely affected. A telecommunications carrier may install a low-impact facility on water infrastructure despite s 192(1) because that provision is a State law 'about the use of land' within cl 37(2)(f) of Schedule 3 of the Telecommunications Act 1997 (Cth). The word 'about' in cl 37(2) requires a broad connection, though not a very remote or indirect one. Section 192(1) is not a law 'about the powers and functions of a local government body' within cl 37(2)(e) because a service provider need not be a local government body.
