In QCAT proceedings, where a respondent admits receipt of an originating application, the tribunal is not required to entertain an application for substituted service and may proceed to make directions advancing the substantive application. The flexible procedural provisions in rules 39 and 41 of the QCAT Rules, read with the s 28(3)(d) obligation to minimise formality, are consistent with the general principle that admitted receipt of originating process constitutes good service. The question whether procedural directions constitute an appealable 'decision' under s 468(1) of the Legal Profession Act 2007 (Qld) was left open.
