A bare licence to enter land used for religious worship is revocable at will by the owner without prior notice or reason, and is subject to implied conditions including compliance with statutory requirements for religious worship and behaving in reasonable conformity with the requirements of the religion. Article 9 of the Bill of Rights 1688, as preserved by s 5 of the Imperial Acts Application Act 1984 (Qld), protects only parliamentary privilege and does not confer a general right of free speech. The implied freedom of political communication does not confer a right to enter private property from which one has been lawfully excluded.
