An offender who distributes child pornography images, rather than merely possessing or accessing them, is an active participant in the market for child pornography and is more closely linked to the exploitation of children. The volume of images is not the single determinant of sentence; culpability must be assessed in the context of the offending as a whole, including the nature of the images, breach of trust, and duration of offending. The actual content of images at the high end of Level 1 on the CETS classification may be significantly more serious than the classification alone suggests.
