The SAT's jurisdiction on merits review under the SAT Act is confined to the decision actually under review and does not extend to determining questions (such as the construction of a town planning scheme) that the original decision-maker did not decide and had no discretion to decide. Disputes about the correct construction of a town planning scheme should be brought in the Supreme Court by way of declaratory proceedings, not through SAT review of a planning condition. An applicant does not have an accrued right to have contributions assessed under pre-amendment law where the triggering event for liability has not yet occurred.
