Where a party succeeds on the central or dominant issue in multi-issue proceedings — here, the threshold question of a public authority's power — the court will not depart from the general rule that costs follow the event merely because the successful party failed on subsidiary issues. A comparative paragraph count of submissions on different issues is of little assistance in apportioning costs.
