Acceptance into a residential rehabilitation program is insufficient to show cause why detention is not justified where the applicant has an appalling criminal record, a history of poor compliance with bail and parole, has committed serious offences while on parole, and there is limited time before sentencing. Granting bail for rehabilitation purposes in such circumstances may also be perceived as fettering the sentencing judge's discretion.
