The sentencing ranges in R v Wong and Leung for couriers and persons low in the hierarchy (6-9 years for 200g-1kg) do not constrain the starting point for offenders with a more significant organisational role. A starting point of 12 years for importing 684 grams of cocaine is appropriate where the offender played an important, high-level organisational role in a sophisticated international operation. Sentencing statistics comparing starting points before discount with final sentences after discount are of limited utility.
