A non-parole period of approximately 36% of the head sentence for a mid-range s 91H(2) offence involving approximately 49,433 images and 2,175 videos of child abuse material, where the offender had prior sexual offence convictions, is manifestly inadequate. The factors of age, need for protection in custody, physical disability and mental illness do not provide a reasonable foundation for such a substantial variation from the statutory ratio where general deterrence is the primary sentencing consideration.
