A submitter who travels overseas knowing a development decision is pending must make proper arrangements to be informed of the decision notice and to have an appeal prepared and filed; ad hoc email enquiries to agents without clear instructions to prepare an appeal are insufficient to establish 'sufficient grounds' for an extension of time under s 497 of the Sustainable Planning Act 2009 (Qld). A submitter's consideration of whether to appeal before becoming aware that the appeal period is running is irrelevant to the exercise of the extension discretion.
