Where an offender absconds and the delay between offence and sentence is solely attributable to the offender, the mitigating effect of any rehabilitation during that period is significantly discounted. Merely forming a relationship, having children, and not offending while absconding is insufficient evidence of genuine rehabilitation. In drug trafficking cases, rehabilitation remains of less relevance because the primary sentencing considerations are punishment, deterrence and denunciation.
