A combined sentence of imprisonment and a community correction order with community work hours must be assessed for its total punitive effect, not merely the imprisonment component in isolation. Where significant mitigating circumstances exist — particularly cultivation for personal use, mental illness causing imprisonment to weigh more heavily, and reduced moral culpability — the combined punitive effect of imprisonment plus a lengthy CCO with community work may render the total sentence manifestly excessive even where the imprisonment alone would not be.
