A non-parole period of 18 years for murder is within the proper exercise of the sentencing discretion where the offence involved an unprovoked, frenzied and sustained attack with an intention to kill upon a vulnerable victim, notwithstanding the offender's youth (18 years) and dysfunctional childhood, particularly where the offender was assessed as at high risk of violent reoffending and had limited mitigating factors.
