A court may grant a temporary stay and bail pending appeal for a limited period to allow an appellant to make practical arrangements (such as securing possessions, arranging accommodation for dependants, and caring for pets), where the totality of factors — including reasonably arguable grounds of appeal — constitutes special or exceptional circumstances, even though no single factor alone would suffice. Loss of a rental home and family hardship are ordinarily common consequences of imprisonment and do not individually constitute special or exceptional circumstances.
