A court has no power to direct the President of the Court of Appeal as to the discharge of administrative functions such as the constitution of the court, and applications for 'special arrangements' involving appointment of judges from outside the jurisdiction are incompetent. Orders seeking production of documents based on unfounded factual assumptions (here, that a tape recording had been edited) will be refused where there is no satisfactory evidentiary basis.
