For couriers involved in the importation of methylamphetamine in quantities between 274 and 710 grams, head sentences (before discount) of 10 to 12 years are the appropriate range. Where a co-offender's starting point is 11 years for a more serious role with actual knowledge, a head sentence of 9 years for a lesser courier with recklessness (rather than actual knowledge) and involvement with approximately half the quantity does not adequately reflect the difference in criminality; 8 years was the appropriate head sentence.
