When sentencing for cross-border offending, rehabilitation programs completed during interstate imprisonment must be given weight as progress towards rehabilitation of the offender, even if those programs did not specifically address the offending for which sentence is being passed. The absence of remorse limits but does not nullify the weight to be given to rehabilitation progress. The Todd/Mill totality principle is not confined to offending occurring over a short period or in the course of a single criminal enterprise.
