Where an offender provides special co-operation with authorities in respect of one offence, that co-operation must be taken into account in determining the appropriate sentence on all offences for which the offender is being sentenced, whether imposed concurrently or cumulatively. The sentencing court cannot confine the benefit of co-operation to the offence in respect of which the co-operation was given. Parity considerations apply not only between co-offenders on the same charges but also between an offender and the principal offender on a related charge, particularly where the offender acted at the instigation of the principal.
