The statutory power to compulsorily acquire land for transport purposes under the Transport Planning and Coordination Act 1994 (Qld) is not circumscribed to prevent acquisition of part of a parcel where the unacquired portion is left without access to a public road; the question of land locking is relevant to compensation, not validity. A Minister considering an application under s 9(5) of the Acquisition of Land Act 1967 (Qld) is not required to repeat the statutory language verbatim in the decision. The statutory scheme under ss 7 and 8 of the Acquisition of Land Act anticipates finality to the objections process once those provisions are met, and an objector has no entitlement to view and respond to the briefing memorandum provided to the Minister.
