The amended version of s 82(2a) of the Legal Practitioners Act 1981 (SA), including the three-year limitation period and the Tribunal's power to extend time, applies to disciplinary proceedings relating to conduct that occurred before 1 July 2014, including conduct more than five years before that date. A charge laid outside the former five-year limitation period without the Attorney-General's consent is not a nullity but is liable to be dismissed. The presumption against retrospective relaxation of limitation periods is displaced by express transitional provisions.
