An unrepresented applicant seeking leave to appeal may be permitted to file a supplementary appeal book containing documents alleged to be missing from the settled appeal books, but must paginate and index the supplementary book and identify by page and line number the passages relied upon and the grounds of appeal to which they relate. Such permission is without prejudice to the respondent's right to object to the admissibility of any document at the hearing.
