Where rules of racing specify a prohibited substance threshold as a numerical value expressed to a particular number of decimal places, the question of how a laboratory expresses its measurement to that degree of precision is governed by applicable scientific number conventions (including rounding under AS 2706-2003), not by textual interpretation of the rules. Licensed trainers who agree to be bound by the rules are bound by the testing procedures of accredited laboratories, including the rounding convention. The principle of legality does not apply to convert a question of scientific measurement convention into a question of competing textual interpretations.
