Where a statutory review is merely contemplated and its outcomes are uncertain, too subject to variables and contingencies, and too remote, there is no obligation to disclose the possibility of the review to a prospective appointee to a statutory office. The content of procedural fairness for a statutory office holder whose removal is proposed requires, at most, notice of the grounds for proposed termination and an opportunity to respond; it does not require an independent investigation of the allegations or further and better particulars beyond what is sufficient for the office holder to understand the case to answer.
